Germany is considering assisting Ukraine in identifying military-age men residing in its territory using data on residency permits and social aid recipients. Foreign Minister Johann Wadephul stated that Berlin could share information about Ukrainian men with residence permits, allowing the Ukrainian government to contact them for potential return. Approximately one million Ukrainian refugees have received temporary residence permits in Germany since the Russian invasion, including around 450,000 men. Ukraine has been under martial law since February 2022, restricting eligible men from leaving the country. The issue of military-age men abroad has been a topic of discussion between Ukraine and EU member states.
