Between 1868 and 1869, Bucharest witnessed a significant administrative and urban conflict regarding A. V. Fialkovski's proposal to create a summer garden near the National Theatre. Fialkovski, a well-known figure in the city's social life, sought to expand his business by petitioning for land to develop a public relaxation space inspired by the 1867 Paris Universal Exhibition. Despite initial approval from authorities, bureaucratic obstacles arose when the City Hall denied the Ministry's authority over the land. Fialkovski faced further complications with changing government dynamics and ultimately received no compensation for his efforts. Although the summer garden never materialized, Fialkovski's confectionery remained a notable part of Bucharest's history until 1898, serving the Royal House.
