In the 1980s, modernization halted due to Ceaușescu's refusal of external loans, leading to energy rationing and production blockages. Reports from late 1989 show a deteriorating workforce morale due to unmet production plans and declining incomes. Many enterprises reported fictitious production to mask economic failures, resulting in significant debts and worsening living conditions for workers.
