However, the IMF believes current fiscal consolidation efforts are insufficient. It recommends annual fiscal efforts of 0.8% of GDP from 2027 to 2029, focusing on public spending efficiency and structural reforms. France must also maintain budgetary space for essential investments in defense, aging population care, and energy transition.
