Finland's Ministry of Defense has blocked the sale of six properties to citizens from Russia, Montenegro, and Israel due to national security concerns. The Minister, Antti Hakkanen, cited a law requiring special authorization for real estate transactions that could threaten national security. One property was blocked due to its location in Kotka, while the other five applicants failed to provide necessary documentation for security assessment. The law, enacted in 2019 and amended in 2025, targets buyers from non-EU and non-EEA countries. Finland has restricted property purchases by non-EU citizens since Russia's aggression against Ukraine began in February 2022.
