JEF includes Nordic and Baltic nations and operates independently of NATO's collective defense clause. Finland's defense committee chair noted JEF as a key component of Finland's defense strategy, especially in light of perceived long-term threats from Russia. Finland recently joined France's nuclear deterrence initiative, while Romania declined a similar offer from France, citing existing US nuclear protection.
