Finland is urging the EU to completely suspend tourist visas for Russian citizens, citing security concerns. Prime Minister Petteri Orpo and Foreign Minister Elina Valtonen emphasize the need for isolation of Russia due to ongoing aggression. Finland has already restricted visa issuance since September 2022 and closed its land borders with Russia. Valtonen has proposed five measures to limit Russian travel within the EU, including a ban on visas for Russian athletes and former combatants. The Finnish government seeks a robust amendment to the Visa Code to allow for swift visa restrictions in response to deteriorating political relations. Other EU countries have shown resistance to a complete ban on tourist visas for Russians.
