Finland's Prime Minister Petteri Orpo plans to propose a complete ban on tourist visas for Russian citizens across the EU, citing security concerns. This proposal will be discussed at the upcoming European Council summit on October 15-16. Orpo expressed fears that Russia might attempt sabotage in Europe, questioning the rationale behind allowing Russian tourists to travel freely. He also criticized a recent diesel agreement between Russia and the U.S. as disappointing. Finland has already restricted tourist visas for Russians since September 2022, and the new proposal aims to extend these restrictions EU-wide, requiring consensus among member states for implementation.
