Public entities in Romania can access non-reimbursable funding for renewable energy projects. The AFIR has released guidelines for two funding schemes under the Modernization Fund. Applications will be submitted online starting September 28, 2026, with 100% funding available, up to 10 million euros per beneficiary. The first scheme focuses on solar energy production with integrated storage for self-consumption, backed by a 500 million euro budget. The second scheme supports investments in new energy storage capacities, with a budget of 150 million euros. Eligible beneficiaries include municipalities, public hospitals, universities, and other public institutions.
