Romanian investors in Fidelis state bonds may soon use them as collateral for bank loans, according to a draft regulation by the National Bank of Romania. This would allow individuals to retain their investments while obtaining funds without selling their bonds. Banks can offer loans up to 80% of the market value of the pledged bonds, with individual banks determining their own limits. The proposed regulation applies only to bonds traded on regulated markets, excluding Tezaur bonds. Additionally, the duration of the bonds must match or exceed the loan term, and the regulation may allow banks to exceed standard debt-to-income ratios for borrowers with significant Fidelis holdings.
