The farmer's initial request for aid in 2007 was partially rejected, leading to a series of legal challenges. The CJEU ruled that a member state can be liable for damages only if specific conditions are met, including a serious violation of EU law that grants rights to the affected person. However, the court found that the EU rule cited by the farmer did not confer such rights, thus denying his claim for compensation. This ruling does not conclude the farmer's case against the Romanian state, as the national court must still resolve the matter based on the CJEU's interpretation.
