According to Realitatea PLUS, the previous government left payment obligations totaling around 50 billion lei, including unpaid invoices and unissued expenses. Key amounts include 16 billion lei for PNRR and SAFE invoices, 10 billion lei for ministry operations, and various other financial needs. At least 30 billion lei are deemed priority payments, particularly to businesses, which could increase the budget deficit significantly. Additionally, 20 milestones from the National Recovery and Resilience Plan face evaluation issues by the European Commission, risking substantial penalties for Romania.
