The Ministry of Investments and European Projects (MIPE) incorrectly recorded over 1.1 billion lei for teachers' career bonuses in 2023 and 2024, claiming these funds came from the European Commission. However, the Court of Accounts reports revealed that the money was actually allocated from the state budget. In 2023, under Prime Minister Nicolae Ciucă, and again in 2024 under Marcel Ciolacu, MIPE reported 675.5 million lei as EU funds, despite no legal commitment from Brussels. The Court's audit indicated that MIPE artificially inflated receivables from Non-Reimbursable External Funds, leading to a qualified opinion on MIPE's financial statements for 2024. Previous audits also showed that bonuses paid in 2023 were sourced from the state budget, not EU funds, and MIPE had made payments without EU approval for the Education and Employment Program.
