He described the situation as tense and warned that Ceuta is under pressure. Vivas accused Morocco of facilitating this migration crisis and called for a permanent EU presence in Ceuta, particularly through Frontex. He also urged for financial aid to manage the situation and improve local infrastructure. Meanwhile, Spain's Prime Minister Pedro Sánchez stated there is no evidence of Morocco's involvement in the migrant surge, despite ongoing investigations into the matter.
