This trend is consistent across all counties in Romania, where final exam scores are often 4-5 points lower than classroom averages. The assessment, which includes Romanian and mathematics exams, determines high school placements, and even students with scores below 5 are admitted. The Ministry of Education reported that 21% of eighth graders failed to achieve a passing score, although the percentage of students with scores of 5 or higher increased slightly after re-evaluations.
