Romania is the only EU country to reduce its research and development budget per capita over the last decade, while Bulgaria saw the highest increase. In 2025, EU governments allocated approximately €130.2 billion for R&D, a 60.5% increase since 2015. Romania's allocation fell from €20.8 in 2015 to €18.8 in 2025, a 9.6% decrease. In contrast, Bulgaria's funding surged by 495.5%. Overall, 37.3% of EU R&D funds were directed towards general knowledge development.
