Romania is the only EU country to reduce government funding for research and development per capita over the last decade, according to Eurostat. In 2025, Romania allocated €18.8 per person, the lowest in the EU, compared to the EU average of €288.9. While Romania's funding decreased by 9.6% from 2015, other EU countries reported increases, with Bulgaria showing a significant rise.
