At the beginning of 2026, Romania was set to recover over 45 million lei from European countries for medical services provided to their citizens. Italy owed the largest amount, over 11 million lei, for treatments received by Italians in Romania. The analysis by Economica.net, based on CNAS data, highlighted that Italy, Germany, Austria, and Hungary were the main debtors. In 2025, Romania billed Italy 8.3 million lei for medical services, recovering 4.2 million lei. By the end of 2025, Romania's total receivables from Europe amounted to 45.1 million lei, with nearly 20 million lei collected from various European states. The CNAS reported that 29,748 European forms were sent in 2025 to recover costs for services provided to EU citizens in Romania.
