Ursula von der Leyen proposes a European security mechanism inspired by NATO's Article 4, allowing member states to convene in response to threats. This initiative aims to coordinate responses to incidents that threaten national security, such as cyberattacks and sabotage, without escalating to armed aggression. The European Commission plans to introduce a new security strategy and establish a European Security Council. Unlike NATO's Article 5, which addresses collective defense, Article 4 focuses on consultation among allies.
