Elcen confirmed that while CET Grozăvești can supply hot water, it lacks sufficient capacity for heating homes. The plan is to restart CET Vest to handle thermal loads. Elcen outlined timelines for CET Vest's repairs, with the combined cycle expected to be operational by November 15, 2026, and hot water boilers by December 15, 2026.
