Kremlin spokesperson Dmitry Peskov described the talks as a 'positive process' amid strained US-Russia relations. Peskov noted that while such contacts are ongoing, it is too early to determine their impact on improving bilateral ties. Ratcliffe's visit coincided with heightened tensions, particularly regarding Ukraine and potential Russian mobilization plans. The last known CIA chief visit to Russia was by William Burns in November 2021, who warned Putin against invading Ukraine.
