Cătălin Vișan from Concelex noted delays in payments to contractors, emphasizing the need to complete ongoing projects before starting new ones. He advocated for public-private partnerships as a long-term solution to attract investment, particularly in infrastructure and healthcare. Vișan stressed the necessity of clarifying legislation to facilitate these partnerships after the end of the National Recovery and Resilience Plan (PNRR).
