In the late years of Ceaușescu's regime, many residents of Alba County, especially ethnic Germans, sought to emigrate to West Germany. Documents from the CNSAS reveal that between 1987 and September 1989, 1,855 individuals from Alba officially requested to leave for West Germany. By September 1, 1989, thousands more had pending applications. Nationally, over 47,000 requests were made during this period, with 35,486 approved. The documents highlight the significant pressure for emigration and the financial arrangements between Romania and West Germany, where the latter paid Romania for each emigrant. Alba County ranked seventh in requests, with a majority being ethnic Germans. Additionally, a notable number of applications remained unresolved, indicating ongoing emigration interest.
