At the end of 2025, only 40% of active companies in Romania reported having employees, according to a recent analysis. Out of 1.3 million registered firms, around 900,000 submitted annual reports to ANAF, with 570,000 declaring employees. Notably, 44,000 firms reported having zero employees. The analysis highlights trends in the Romanian entrepreneurial environment, revealing that the largest employer was CFR SA with over 23,000 employees. In total, companies reporting at least one employee accounted for 3.88 million workers, compared to 5.68 million registered employees in Romania.
