The Tribunal of Bucharest ruled in favor of the plaintiff, citing negligence in waste management and delayed pest control measures in 2021. The incident occurred during a period of uncollected waste, which created conditions for rat proliferation. Both the Sector 1 and General City Hall were found liable for failing to ensure public health safety.
