EU member states have agreed to retain excess CO2 certificates in the emissions trading system to prevent sudden price increases, responding to rising fuel costs due to the Iran conflict. The plan, initially proposed by the European Commission, aims to address concerns from countries like Poland and Italy about ETS's impact on energy prices. Instead of removing excess certificates, they will be kept in a market stability reserve to stabilize prices. No excess certificates will be canceled until 2030, with a gradual reduction of the surplus thereafter. Final rules will be negotiated with the European Parliament before implementation.
