Hayssam was serving a 24-year and 4-month sentence for various crimes, including terrorism and serious economic offenses, stemming from multiple cases. He gained notoriety for the kidnapping of Romanian journalists in Iraq. His legal team had previously argued for his release based on health issues. Hayssam has been incarcerated since 2013, and without this release, he would have remained in prison until 2035. He previously escaped Romania in 2006 after claiming terminal illness but was returned seven years later.
