The Romanian Parliament has passed Law no. 450/2026, extending the deadline for reduced VAT on housing to September 30, 2026, due to a cyberattack disrupting the cadastral system. Buyers who paid advances by August 2025 can still benefit from the 9% VAT rate if they finalize their purchases by the new deadline. The law also allows for tax refunds for those who had to pay the standard VAT rate due to the timing of the law's adoption. Notaries are required to verify eligibility for the reduced VAT rate through a central registry.
