Italy was the first to propose the exclusion, followed by Finland, Denmark, and the Czech Republic. Italy has temporarily suspended the Schengen agreement with Spain, reintroducing border controls. The European Commission emphasized that the crisis is localized to Ceuta and that there have been no secondary movements of migrants to other member states.
