Complexul Energetic Oltenia seeks to borrow carbon certificates due to unpaid debts of 180 million euros from the government. The company is in a legal dispute with the Ministry of Energy regarding these debts, which were supposed to be paid by the end of 2023. The company plans to borrow up to 1.5 million CO2 certificates, valued at approximately 120 million euros, to meet its emissions obligations for 2025. The total expenses for CO2 certificates have exceeded 2 billion lei, representing a significant portion of the company's revenue. In 2024, the company had previously lent certificates to another entity that later went bankrupt.
