As of December 31, 2025, Romania's public debt was 57.7% of GDP, remaining below the Maastricht threshold. The total public debt reached 1,284 billion lei, with government debt at 1,255.6 billion lei. The increase from 2024 was mainly due to budget deficit financing and debt refinancing. Internal debt constituted about 48.8% of total government debt. Romania ranked 14th in the EU for government debt relative to GDP, below both Eurozone and EU averages. Fiscal consolidation measures in 2025 helped reduce the ESA budget deficit to 7.9% of GDP, aiming for a gradual reduction to 2.5% by 2034.
