The president consults with the majority party or parties in parliament before making the appointment. The designated prime minister has ten days to request a confidence vote, during which they finalize the government program and ministerial list. If the parliament rejects the cabinet, the president can appoint a new candidate. The president can dissolve parliament only after two failed confidence votes within 60 days, but this is not mandatory. Early elections are a last resort for prolonged political deadlock.
