By 1989, around 1.5 million modified phones were produced, enabling covert listening even when the phone was not in use. The Securitate employed various methods to replace regular phones with modified ones, ensuring continuous surveillance. Additionally, a dedicated unit focused on developing advanced spying technologies, contributing to a comprehensive system of control over the population.
