Romania has dropped to fourth place in the EU regarding the share of public sector salary expenses in total state revenues, following salary freezes. In 2024, Romania was first due to significant salary increases. The continued salary freeze into 2026 is expected to further reduce this share. This decline is attributed to the salary freezes rather than any substantial reforms. The government justified these freezes to address the highest budget deficit in the EU, which was 9.3% in 2024. Romania previously held the top position from 2018 to 2021, but has since fallen in rankings due to decreasing salary expense ratios.
