ANAF has identified additional VAT liabilities of nearly 87 million lei related to agricultural machinery transactions from EU countries. The inspections revealed discrepancies between declared VAT treatments and actual commercial documents. The agency plans to enhance risk analysis and checks for similar transactions. The identified scheme involved successive sales of the same machinery, with the distributor acting as an intermediary. ANAF concluded that the distributor had obligations to declare VAT in Romania, and subsequent sales should be treated as domestic deliveries. The findings highlight a shift in tax verification methods, emphasizing the importance of correlating various documents to reconstruct the economic circuit of transactions.
