In July 2023, Romania's black market for cigarettes rose by 3.4 percentage points to nearly 14% of total consumption, marking the highest increase in a decade. The northwest region saw the largest jump, with illegal cigarette trade increasing by 8.4 percentage points to 17.4%. Significant increases were also noted in Bucharest and the southern region. The rise in illicit trade is impacting public finances and the competitiveness of the legal economy, with estimated budget losses of around 700 million euros. Authorities have intensified efforts against smuggling, confiscating substantial amounts of cigarettes and tobacco in recent months.
