He notes past failures in Romania's PPP attempts due to inadequate preparation from both public and private sectors. RETTER Group is preparing for future PPP projects by collaborating with experienced firms and aims to secure the necessary technical and financial expertise. The state must clearly define financial conditions and risk-sharing to attract private investment, ensuring projects are economically viable and contractually predictable.
