The resolution, adopted with 23 votes in favor, expresses deep concern over Iran's ongoing violations of nuclear non-proliferation obligations. Iran's UN representative criticized the resolution as a political tool, stating that cooperation will depend on circumstances. Russia, China, and Niger opposed the resolution, which marks the first UN Security Council referral regarding Iran's nuclear issues in 20 years. The IAEA has been denied access to key Iranian nuclear sites since attacks in June 2025.
