Bichi highlights that mechanisms like EFSF and ESM are not available to non-eurozone countries and that the ECB cannot negotiate new financial instruments. He also points out that Romania already has access to the Balance of Payments Facility, which is designed for EU members not using the euro. Bichi concludes that the idea of negotiating with the ECB for eurozone access is unrealistic and reflects a lack of understanding of European financial mechanisms.
