This Congress, which will reconvene after the midterm elections, is unlikely to improve its record. Numerous legislative projects remain unfinished, including budget bills and national defense authorization. Republicans argue that they have passed more measures through single bills, but the overall number of laws remains significantly lower than in previous sessions. In contrast, the 95th Congress during Jimmy Carter's presidency passed 804 laws in its first two years.
