Romsilva ranks second nationally in using such procedures, with 82.75% justified by 'extreme urgency'. Minister Diana Buzoianu announced the meeting to discuss corrective measures. ANAP reported that Romsilva conducted 371 negotiation procedures without prior publication last year, highlighting the need for careful monitoring of these exceptions to competitive bidding.
