The plan aligns military equipment needs with multiannual financial resources, aiming to enhance existing capabilities and introduce new, flexible systems. Romania committed to increasing defense spending to 5% of GDP by 2035, with a focus on modernization and collaboration with international companies. The CSAT also discussed the U.S. military presence in Romania, viewing it as a strategic investment for national security and NATO's Eastern Flank. Host Nation Support elements are currently under review by an interinstitutional group.
