Michael O’Flaherty, the Council of Europe’s Commissioner for Human Rights, commended DIICOT's actions regarding unauthorized facilities in Dumbrava, expressing concern over the prolonged neglect of vulnerable individuals. In a letter to interim Prime Minister Ilie Bolojan, he highlighted the alarming conditions in these centers, which operated illegally for years, resulting in numerous deaths. O’Flaherty praised the recent intervention by DIICOT but stressed the need for thorough investigations into the circumstances surrounding these facilities. He also noted the polarized public discourse following the intervention and called for integrity in ongoing procedures. While acknowledging Romania's progress in social services, he pointed out the continued challenges faced by vulnerable populations in accessing necessary care.
