The UN High Commissioner for Human Rights, Volker Turk, expressed concern over Turkey's recent legislative changes allowing life imprisonment for minors. He emphasized the need for the law to align with international human rights obligations, particularly regarding children's rights. Turk highlighted that international law permits deprivation of liberty for minors only as a last resort and for the shortest time possible. The amendment, approved on August 8, also mandates that minors who break the law be placed in closed centers, with any subsequent transfer to educational institutions subject to evaluation. He stressed the importance of balancing accountability with rehabilitation and reintegration opportunities in juvenile justice systems.
