Experts praised MI6 for its ability to recruit high-level informants and infiltrate leadership in Russia, China, Iran, and Turkey. The evaluation, conducted by L’Express, highlighted the operational capabilities of France's DGSE, which ranked second. Other notable services include those from the Netherlands, Ukraine, and Germany. Former CIA officials acknowledged MI6's long-term recruitment strategies and complex operations, while the DGSE is recognized for its counter-terrorism efforts. Romania ranks 11th in the assessment.
