Moscow is in talks with Turkey regarding the potential transfer of Russian S-400 missile systems to a third country, preferably an ally. Russian Foreign Minister Sergei Lavrov indicated that Russia might approve the resale to a friendly nation. The Kremlin confirmed ongoing efforts and discussions on this matter. Turkey purchased the S-400 systems in 2017, which led to its exclusion from the US F-35 program and subsequent sanctions. Ankara has been seeking to resolve the F-35 and S-400 disputes, but requires Russia's consent for any resale, as it lacks re-export licenses.
