Five major national trade confederations are demanding the withdrawal of the current salary law project, calling for a restart of the reform after a new government is installed. They argue that a dismissed government lacks the political legitimacy to make significant long-term decisions. The unions emphasize the need for a fair law that reflects the needs of public service workers and reject the idea of using the PNRR as an excuse for an unjust law. They outline specific demands for a transparent social dialogue and fair salary mechanisms. Interim Prime Minister Ilie Bolojan stated that some union demands cannot be met, warning against salary increases that exceed Romania's economic capabilities.
