The European Commission has opened a public consultation on a list of non-OECD countries that can receive non-hazardous waste from the EU starting May 21, 2027. Feedback is accepted until October 16, 2026. The project is based on applications from 32 countries, but the final list is not yet determined. A regulation adopted in 2024 generally prohibits waste exports to non-OECD countries, with exceptions for those that can manage waste sustainably. The list will be updated every two years, and countries not on it can reapply. In 2025, the EU exported 32 million tons of waste, with 40% going to non-OECD countries. Exporters will be responsible for ensuring independent audits of destination facilities. Plastic waste exports to non-OECD countries will be banned from November 21, 2026. The Commission is also assessing Turkey's management of imported plastic waste, noting improvements but highlighting the need for further enhancements.
