The right to the benefit is not time-limited and can only cease if legal conditions are not met. The new resolution will only take effect after proper public notification, meaning all amounts due before this point remain payable. Furthermore, the resolution's implementation suspension does not equate to the termination of the benefit. The court can still assess the ongoing cases based on existing arguments, ensuring that the right to the full benefit continues.
