A study of 6,803 Romanian websites revealed that 56% sent data to external services before user consent. In 39% of cases, tracking cookies were installed prior to agreement. While 54% displayed cookie consent boxes, 55% did not allow refusal. Only 18% requested consent without prior data transmission. The findings reflect technical behavior, not legal violations, as further analysis is needed to determine compliance with data protection laws.
